Ukrainian intelligence reports Russia plans to mobilize 600,000 troops over two years, while other sources focus on the current shortfall in troop numbers and the impact on civilian infrastructure.

Putin's response to this was the escalation of the conflict and the targeting of civilian infrastructure and peaceful populations in Ukraine.

According to information provided by the Ukrainian intelligence service, Russia's General Staff is planning to implement a new phase of military mobilization in the near future to cover the loss of front-line positions. Under this plan, 300,000 people are expected to be mobilized in 2026 and 2027 respectively, with a total of 600,000 personnel called up for military service.
