Russia-Ukraine War: Diplomacy and Peace Negotiations

The diplomatic arc began in July 2022 with a Turkish-mediated grain export deal between Ukraine and Russia. Following Russia's withdrawal from Kherson in late 2022, Vladimir Putin warned that Western distrust would hinder future negotiations. By 2023, Russia stated it did not reject peace talks, and the G20 summit produced a milestone agreement on language regarding Ukraine. In mid-2025, Turkey successfully mediated prisoner and sick exchanges in Istanbul, setting the stage for further dialogue. Negotiations intensified in late 2025 and early 2026. President Zelenskyy unveiled a US-backed 20-point peace plan in December 2025, but the process stalled due to surging Russian military losses and US pressure. Trilateral security talks between the US, Ukraine, and Russia convened in the UAE in January 2026. Subsequent US-brokered meetings in February 2026 concluded without a breakthrough, described by observers as difficult and tense. The diplomatic momentum faltered further in April 2026 when US Ambassador Julie Davis resigned due to policy differences with Donald Trump. In May 2026, separate ceasefires were declared. Russia announced a two-day truce for May 8-9 to mark Victory Day, while Ukraine declared its own ceasefire starting May 5 to achieve symmetry. Russia threatened a massive missile strike on Kyiv if Ukraine violated the truce, while Ukraine accused Russia of utter cynicism for continuing attacks before the ceasefire began. Following these tensions, Putin declared the conflict was nearing an end and called for talks with Zelenskyy. By June 2026, European leaders endorsed direct talks, and Turkey reaffirmed its readiness to host negotiations. Diplomacy entered a volatile phase in late summer 2026. While Trump indicated a resolution was approaching after meeting both leaders, the Kremlin declared the peace process "completely stalled," stating it was awaiting new proposals from US diplomat Marco Rubio.
