Russia-Ukraine War: Diplomacy and Peace Negotiations

Diplomatic efforts began in July 2022 with a Turkey-mediated grain export deal. Negotiations evolved from functional agreements to complex trilateral discussions involving the US, Turkey, and Europe. In 2025, Turkey facilitated prisoner exchanges in Istanbul. By early 2026, the US, Ukraine, and Russia held constructive trilateral security talks in the UAE, but subsequent US-brokered talks in February 2026 failed to produce breakthroughs. In May 2026, Russia proposed a May 8–9 truce while Ukraine announced a May 5–6 ceasefire. Ukraine accused Russia of hypocrisy for continuing attacks before the truce, and Russia threatened missile strikes if Ukraine violated the terms. Negotiations intensified in late August 2026 as Zelensky announced a joint US-Europe peace plan. On August 31, Zelensky met with US envoys Steve Witkoff and Jared Kushner to push for peace. On September 1, Putin condemned Ukrainian threats against Russian civilian aviation as 'state terrorism.' On September 5, Witkoff and Kushner met Putin in Moscow during a 72-hour pause in strikes on Kyiv, which Ukraine reciprocated by halting attacks on Moscow; a localized ceasefire was also brokered by the IAEA for repairs at the Zaporizhzhia nuclear plant. However, Zelensky condemned Russian drone attacks on Kyiv and Boryspil airports that occurred just before the envoys' arrival, alleging an attempt to disrupt the visit. The ceasefire collapsed on September 8 when Russia resumed bombing Kyiv, injuring six people. In mid-September 2026, Trump urged Zelensky to cease attacks on Russian diesel infrastructure, a proposal the Kremlin welcomed but Zelensky rejected unless a mutual agreement was reached. Zelensky denied Trump's claim of a secret deal to cease energy infrastructure attacks. On September 14, Trump reiterated that an agreement to halt energy strikes existed, a claim both Russia and Ukraine rejected. Zelensky eventually announced an energy ceasefire on September 16. By late September, the EU removed Russian oligarchs Alisher Usmanov and Mikhail Fridman from sanctions lists, a move Ukraine condemned for signaling weakness to Moscow. In October 2026, Zelensky proposed halting attacks on Russian oil refineries in exchange for Russia limiting strikes on Ukrainian energy infrastructure. Zelensky later claimed Russia refused this proposal, while Trump unilaterally announced a deal that Zelensky characterized as a 'bypass deal' favoring Russia. Tensions rose further when Trump waived key Russian sanctions under the Graham Act, leading Zelensky to accuse the US of encouraging Russian aggression. Amidst these frictions, Pope Leo XIV secured a humanitarian truce in southern Ukraine. As of late October, a trilateral framework involving Russia, Ukraine, and the US has emerged, with high-level talks tentatively scheduled for November 2026 in Abu Dhabi or Switzerland.
